Text us your grievances and we will take action, city police commissioner T Rajendran said a couple of days ago. The public have done their bit and now it is for the police to do theirs.
Tapping technology to benefit both them and the public, the city police on Monday introduced a dedicated mobile number (95000 99100) to receive grievances in the form of text messages. Till 3pm, at least 55 people had utilised the facility, texting grievances varying from traffic troubles to public nuisance. And judging from the response on the first day, the facility is only likely to gain popularity among the general public as it spares the complainants the trouble of going to a police station and dealing with the staff there.
Two men creating nuisance at Triplicane area near Victoria Hostel, read one of the first messages, from a person called Maruthamuthu . Another person Pitchaiah sent a message about an encroachment holding up traffic on Eldams Road in Alwarpet. The complainants get automated replies acknowledging their messages and a registration number, which they can use to check the status of their complaint. A majority of the messages pertained to public nuisance and traffic problems. The complainants got an immediate response stating that the complaint had been registered and forwarded to police personnel. The personnel concerned will attend to the problem and keep the complainant posted about the progress and the action taken. If there is no response from the police personnel, the same message will be forwarded to senior officers mentioning that no action has been taken. Thus, no one can escape responsibility , commissioner Rajendran told The Times Of India.
Special software installed on the server at the commissioners office receives the messages and then forwards them. We have developed a software that reads the content and forwards it to the police officer concerned . The system has the numbers of personnel across all police stations in the city, and forwards the complaint based on the name of the place mentioned in the message . If more than one place is mentioned in the message, it will be forwarded to all officers at the stations concerned, said C Selva Ganesh, manager of D3D Technologies , which is providing technical support for the facility.
Contact numbers of some senior officers are also included in the database, so that they know about the kind of grievances and are able to keep track of the follow-up action.

Rules in this city work differently for different sets of people. The ban on graffiti and hoardings on Mount Road and Kamarajar Salai does not seem to be applicable to political parties, especially those in the ruling front. When the authorities are busy pulling down private hoardings, political parties muscle their way to put up huge hoardings on arterial roads, creating hardships for motorists.
On Friday, traffic on Mount Road near Buhari hotel came to a stand-still for nearly 15 minutes when Congress workers blocked the road demanding a Congress hoarding, which was pulled down by the Chennai Corporation workers, be reinstalled.
The 30×20 feet hoarding was erected to greet Rahul Gandhi on his birthday on Friday. It had pictures of Prime Minister Manmohan Singh, Congress leader Sonia Gandhi, Rahul Gandhi and TNCC president K V Thangkabalu.
Citing the no-graffiti rule which came into effect last week on Mount Road and Kamarajar Salai, Corporation staff pulled it down. Agitated Congress workers gathered at the spot and created a ruckus. “How can they pull down the banner of a ruling coalition party?” an angry party worker shouted.
When the workers blocked the road, Thangkabalu came to the spot. Instead of supporting the corporation staff, who were only doing their job, Thangkabalu demanded the officials to put the hoarding back. Some Congressmen were heard shouting against the DMK government being “thankless.”
Soon, the news spread among political bosses and the corporation authorities were asked to put back the hoarding. “Why did we take the pain to pull down thousands of private hoardings in the city? Now that move has only helped the political parties to erect their hoardings with a better view,” said a corporation official. Though political hoardings, which do not pose problems to traffic are allowed in connection with public functions for five days (three days prior to the function and two days after it) in the city, they remain there for many weeks. The hoarding in question was put up on Rahul’s birthday, but does not announce any public function.
Congress is not an exception when it comes to this violation. Virtually every party has its way breaking the rule, though those on the ruling side do it with impunity.

A few raps on the knuckles with a wooden cane, or a few slaps across the face may no longer be as rampant as before, but some parents, teachers and other caregivers continue to resort to physical and emotional abuse as a means of disciplining errant children. These acts of aggression, which are damaging to the child’s self esteem, are not the only ways to make children obey rules, as there are healthier practices for ensuring correct behavior, experts say.
Children are ‘little thinking people’ who need to be respected as individuals. “When an adult resorts to physical violence, they are misusing their power as physically bigger and emotionally mature individuals. They simply lack the patience to get down to the level of the child and understand the situation from his or her perspective,” says Aparna Vidyanath, a city based counselor for child and family welfare.
Many parents overlook the fact that children are keen listeners and respond positively to boundaries. The adult must appeal to the child’s understanding, by explaining the advantages of why behaving in a particular way is good, rather than resorting to hurting the ego by yelling or beating, she explains.
In fact, to obey orders is not a natural instinct, and children are programmed by evolution to indulge in behaviour or activities that are not productive, says PN Prabhakaran, a consultant psychologist. “The parent has to make an effort to keep the child engaged in productive or acceptable behaviour by making the task interesting and by using support, encouragement and affection,” he explains.
For instance, if the child has to be weaned off watching too much television, the parent should not harp on the fact that the child should shut the TV and study, as this would mean ‘linking’ an interesting task to a boring one. Instead, the adult should turn the television off and begin reading, to encourage him or her to do the same. “Children learn more by imitation than by force,” says Dr. Prabhakaran.
Telling the children that the adult is not a hero figure, and is prone to making mistakes, helps them heal in case the damage is already done, stresses Vidyanath.

Eighteen-year-old Ganesalingam Dayalan was barely 12 when the LTTE recruited him. But now he wants to pursue his studies and become an engineer.
“The others have parents, home, to go back to. Will you find a home for me?” he asked this correspondent.
In all of the 50-odd minutes that he spent with me, the kid smiled only once. No, he was neither nervous nor did he try to hold back information.Perhaps he preferred that stern exterior as a protective shield against this probing scribe from distant India. Or may be it was just an honest statement that life left no smiles for him. Eighteenyear-old Ganesalingam Dayalan was barely 12 when the LTTE recruited him. Four years later, hewas ‘promoted’ as a Black Tiger and vowed to die for leader Velupillai Prabhakaran, and for Eelam.
There could have been hundreds of little Dayalans out there in the bloody war that consumed an estimated 100,000 lives through these past three decades; only, a handful found the guts and the opportunity to break free, and live to tell their stories. Still, Dayalan’s seemed unique, tragic total ly. It began when he was two years old and both the parents died in army shelling their village, Bandarikulam about four km from Vavuniya in north Lanka.
The child was brought up by the maternal grandmother for a few years and thereafter, the LTTE took charge and admitted him in their orphanage at Sencholai in Vanni. Dayalan was there for about ten years, learning and playing with other orphan children. The call of duty came when he was 12.
“I was initially posted in Mannar, in the intelligence wing. Later I was transporting weapons and got into active battle in December 2007 at Nochchiguda (Mannar). I was injured in my hands and legs even as the LTTE started withdrawing from Mannar into the Vanni,” Dayalan recalled, seated in one of the empty classrooms of a rehabilitation centre for former child soldiers at Abeypussa, about 60 km east of Colombo. The centre houses 54 boys and 40 girls in the age group of 17-25, who had done stints in the war ranging between just a couple of days to a dozen years and more.
“Achuthan Master, who held motivation classes for Black Tigers, inspired me to enroll in the suicide squad.After all, I had lost my parents as a child and never known the love of a family.The classes included dhyanam and yoga to build up mental strength for the suicide missions. I was proud turning a Karum Puli (Black Tiger) and ready to sacrifice life for the cause,” the boy recalled, his eyes fading away into distant thoughts now and then.
He was recruited as Black Tiger in January 2008 and his ‘O’ level results came four months later—the LTTE wanted the boy to pursue studies in a Mannar school as it was important for a suicide bomber or an intelligence operative to be among the public. The ‘O’ level mark-sheet troubled the boy, shook his Eelam resolve.
“Of the ten papers, I had scored A’s (75-100) in six. I suddenly began to think of a future and wondered if it was worth dying.” The Black Tiger training, on how to eliminate a target, was over in June 2008 and Dayalan was admitted in Vavuniya Maha Vidyalaya for his ‘A’ level classes and told to await instructions about his suicide mission.
While he pretended to be just another school kid, enjoying his place in the school cricket team as an all-rounder, his tough demeanour might have alerted the local cops. He was stopped outside the school one afternoon in November last year by the intelligence sleuths.
“My classmates looked on in disbelief as the police found the cyanide capsule round my neck and the pistol under the shirt. I was kept in the CID room in Colombo for sometime and transferred to this rehab centre.” The government has made it mandatory for all ex-militants to spend at least one year in these centres, of which there are half-adozen in different places across the island, so that the inmates could develop vocational skills—tailoring, carpentry, mechanic, welding and so on—and also be able to communicate in English and Sinhala in addition to mother-tongue Tamil.
“I have six more months here and after that, I hope to be released. I want to pursue studies, may be do engineering.The others have parents, home, to go back to.Will you find a home for me?” For the first time in almost an hour, Dayalan smiled. The kid looked sad, even then.

இந்திய விடுதலைக்கு முதலில் போராடியது தென்னாடுதான். அந்த வீர சரித்திரம் இந்த மண்ணுக்கு உண்டு. அப்படிப்பட்ட இந்த மண்ணில் இன்று தமிழ் உணர்வு அழிக்கப்படுகிறது. ஈழத் தமிழர்கள் வரலாற்றில் இது ஒரு சிறிய இடைவெளி. நாடாளுமன்றத்தில் என் குரல் ஒலிக்கா விட்டாலும் மக்கள் மன்றத்தில் என் குரல் ஓங்கி ஒலிக்கும்.
இந்திய அரசு இப்போது மீண்டும் ஒரு தவறு செய்துள்ளது. ஐ.நா.சபையில் நடந்த ஓட்டெடுப்பில் இலங்கைக்கு ஆதரவாக இந்தியா ஓட்டு போட்டுள்ளது. உலகில் யாருக்கும் ஏற்படாத கொடுமை தமிழர்களுக்கு ஏற்பட்டுள்ளது. இலங்கைக்கு இது தற்காலிக வெற்றிதான். அதுவும் இந்தியா உதவி செய்து ஆயுதங்களை, வீரர்களை அனுப்பியதால் கிடைத்த வெற்றி.
கடந்த 5 மாதத்தில் மட்டும் ஒரு லட்சத்து 45 ஆயிரம் தமிழர்கள் அழிக்கப்பட்டுள்ளனர். மூன்றரை லட்சம் தமிழர்கள் பாதுகாப்பு இல்லாமல் உள்ளனர். இது இந்திய அரசின் துரோகம். இதிலிருந்து அவர்கள் விரைவில் மீளுவார்கள். முதலில் பிரபாகரன் தப்பி ஓடும் போது சுட்டதாக கூறினார்கள். அதன்பிறகு உடலை கண்டுபிடித்ததாக கூறினார்கள்.
உண்மையிலே பிரபாகரனை இலங்கை இராணுவம் சுட்டுக்கொன்றிருந்தால் மரபணு சோதனை நடத்தி இருக்கலாமே. இன்னும் பிரபாகரன் தந்தை வேலுப்பிள்ளை உயிரோடு இருக்கிறார். அப்படியிருந்தும் மரபணு சோதனை நடத்த ஏன் முன்வரவில்லை. பிரபாகரன் மறுப்பு தெரிவிக்கவில்லையே என்று கூறுகிறார்கள். மறுப்பு அறிக்கை வெளியிட அவர் என்ன அரசியல் கட்சியா நடத்துகிறார். அவர் குரல் வெளியே வந்தாலே அவரை அழிக்க தயாராக இருக்கிறார்கள். எனவே நாங்கள் ஆராய்ந்து இந்த முடிவை வெளியே சொன்னோம்.
தேர்தலில் பணம் கொடுத்து வாக்குகளை வாங்கினார்கள். பணம் கொடுப்பதை யாரும் கண்டிக்கவில்லை. தோற்று போன கவலை எனக்கு துளியும் கிடையாது. இதிலிருந்து தமிழகம் மீட்கப்பட வேண்டும். முத்துக்குமார் உள்பட 14 பேர் செய்த தியாகம் வீண் போகாது. தமிழகம் விரைவில் மீட்கப்படும்” என்று வைகோ பேசினார்.
